Since 2010 we have been leading national and international projects focused on the analysis of healthcare systems, reusing the digital data collected by the system and generating knowledge that can drive healthcare policies aimed at improving the healthcare system.

The research group coordinates the new project QUANTUM – Data Quality and Utility Labelling, which starts in January 2024. It consists of creating a common data quality labeling system for Europe to facilitate its use for scientific purposes.
It involves 35 entities from 13 different countries, with a budget of €3,905,701.25 euros.
The group Data science for research in health services and policies recognised as a research group of the Government of Aragon, in calls 2017-2019 and 2020-2022, whose PI is Enrique Bernal-Delgado continues to be recognised through this last call 2023-2025 (B02_23R), and therefore receiving a grant to carry out the research activity, detailed below.
The European project, HealthData@EU Pilot, started in 2022 and has a duration of two years. It is co-funded by the EU4Health programme.
HealthData@EU Pilot will build a pilot version of the European Health Data Space (EHDS) infrastructure for secondary use of health data “HealthData@EU” for research, innovation, policy making and regulation.
The project will connect data platforms in one infrastructure and develop support services for research projects using health data from several EU Member States. It will also provide guidelines on data standards, data quality, data security and data transfer to support this cross-border infrastructure. Priority services include a metadata discovery service and a common request for access to health data. The consortium will work closely with the European Commission and its team developing core services for secondary use of health data.
This project involves 17 partners. It is led by the Health Data Hub. IACS participates in WP 8 ‘Data interoperability, quality and protection’, led by BBMRI-ERIC. Web: https://ehds2pilot.eu/
The mission of BY-COVID is to mobilise open data, enable linkage and access to data through the European COVID-19 Data Portal, and use this data to support a comprehensive response to the threat of SARS-CoV-2 variants.
The main objective of the project is to ensure that data on SARS-CoV-2 and other infectious diseases can be located and used.
The project, led by ELIXIR, has 53 partners from 20 European countries. BY-COVID will run for three years and is part of the European Commission’s HERA incubator scheme “Anticipating the threat of COVID-19 variants together”.
The Aragon Institute of Health Sciences (IACS) participates in the project by leading a work package on finding solutions to address research questions that arise during pandemics. CONCEPT-STROKE is part of CONCEPT, a coordinated research initiative integrating four vertical projects (i.e., four patients’ cohorts), a horizontal project on economic evaluation, and two cross-cutting tasks; under the umbrella of RICAPPS,Research Network on Chronicity, Primary Health Care and Health Promotion, funded by the Institute of Health Carlos III and the European Fund for Regional Development. CONCEPT aims at analysing chronic care effectiveness and efficiency in several cohorts using real-world data (RWD).
It is an international collaborative project, led by the Harvard T.H. Chan School of Public Health and has 13 other partners from North America, Europe and the Pacific. The Aragon Institute of Health Sciences participates in this project.
This collaboration started in 2018, builds on regional and national data, creating a supportive response by providing key policy insights on how to address rising costs and improve patient outcomes in different health systems.

IACS lidera el WP6 “Excellence in data quality “, dirigido por Enrique Bernal-Delgado.
Proporcionará soluciones para el uso secundario fiable de los datos de salud y asistencia sanitaria con el fin de fomentar la transformación digital de los sistemas sanitarios europeos.
IACS igualmente lidera el WP7 “Connecting the dots”, dirigido por Juan González García.
Detallará las técnicas para proporcionar un uso secundario eficaz de los datos sanitarios a través del EHDS. Estas soluciones representan los elementos de interoperabilidad técnica del EHDS, de acuerdo con el Marco Europeo de Interoperabilidad.

Studying potentially avoidable hospitalisations (PAHs) has been adopted as a strategy for assessing the quality and the efficacy of the care given to patients with chronic conditions. The objective is to describe and map the different time-space evolution in the standardized rate and relative risk of PAHs, while attempting to establish the effect of the basic health areas (vs. healthcare area) on risk, as well as the effect of time-dependent events.
